Tax return is 16 euros, last year was 800. why?

My package was delivered to someone else.... What should i do?

Hello guys, so I order a book and was sent via USPS, the problem is that first the package sad that it was deliver to a agent to make the final delivery, but i check again and it change to available for pick up ? should i be worried or is this just an option ?
