How do you all look at this statement

Often times people state if you have to be a good person due topunishment than you aren't a good person. Or that even before religions like Judaism or Christianity there was a lot of stuff that were already followed. That we don't need god to be good that there already a main rule must people show follow.

I would say this a lot of different culture have a different idea what's wrong and wrong even if there not a high religious fact. So how can we know if there be less or more of something.
