Why doesn't it tell you that you're overbudget?

I know it indicates to you with a scary red bar when you have overspent in a budget category, but then when I assign money to it, it all turns green and says Fully Spent, with no indication that I went over budget. Just because I have assigned the money to an overspending doesn't mean I was supposed to spend it in the first place, so I wish it made a distinction. When I look back at my previous months, I have no way of knowing if the completed green bars were meeting the budgets perfectly or went over. Anyone else feel me, or I am doing this wrong?
