Who are the 3ft black aliens with red eyes?

Do any of you who study the phenomenon have any insight into the 3ft tall black aliens with red eyes? Chris Bledsoe saw them, they were the ones in Varghinia, Brazil... I believe they match what the children described in Zimbabwe Africa... I get the impression from their experiences they are friendly and want to help us?
