Fishing got nerfed?!

Im not seeing different sizes of fish shadows when fishing anymore. All the shadows now are the same which mixes the pool of potential rewards. When there were different sizes spawning, you could let big shadows only to bite and you'll always have either blue grade fish or sacks. Now that you only have one size spawning it's more difficult to get sacks now since the rewards are all mixed. Like getting fragments was not already almost impossible to get from sacks. Has anyone noticed this?
