Tattoo regret - can this be redone properly?

I liked how this tattoo was before I got it filled in and kicking myself for not choosing someone more skilled. I don’t like the proportions or colors. You can’t tell from the picture but the shape of the circles are wonky - especially Venus (2nd from top).

Can this be fixed? Covered? Reimagined into a sleeve?

If so, do you have any recommendations for good artists in New Hampshire/Maine/Massachusetts area?
