40mg suboxone a day

My girl is in rehab and they started her off on 16mg twice a day. They than moved her up to 20mg twice a day. She also takes seroquel, trazadone, remelteon, hydroxyzine, and some other stuff. She nods off all day and is tired all the time. Lately she's been very down and depressed as well. I was iv fentanyl user and detoxed in jail no meds. They claim they are working her up for the sublocade shot but her insurance can't cover it in the state she's in so they've had her on maintenance at 40mg a day. I was on maintenance in the past but just 8mg. I've never heard of anyone going over 24mg a day. Is this some kind of error or are they just trying to fuck her? Once she gets home she's going to get on sublocade. Something about the whole situation just doesn't sound right to me. Input would be appreciated.
