Would Jinwoo be allowed to solo a gate?

Obviously he has solo'd several gates in the past. And as far as public record goes he basically took on the Red Gate & the upper A gate by himself but each time he was with a party (officially). I am asking if from the start it was known he would be the only one to enter would that be allowed?
