Skins never loading (need help)

I've tried everything I've seen on google, but it seems like I can't get the skins to load in-game. I have just completely reinstalled the game and it's still not loading. I can see the skin on the item in my inventory, but when it's place on a foundation or whatever it's not displayed.

Can anyone help me out ?
