Mufflers that sound like a drive-by shooting

Can anything be done about these idiots who have these customized mufflers on their race cars that when they go by at a high rate of speed and let off the gas it sounds like it's a drive-by shooting going on?

I'm listening to one going up and down Curry road right now.
