Why some car fuse boxes missing some fuses but still running alright?

Vehicle: Dodge Caliber 2009 sxt I don’t understand

Why the hell some of fuses are missing, and can I add them without causing any damage to the car?

Left picture is my fuse box and the right one is from fuse box website which shows all fuses and their job.
