Bribe for tree removal NOC in Hyderabad - Electricity wires and narrow access issues

I'm in Hyderabad, Telangana, and I'm trying to get a No Objection Certificate (NOC) to remove a neem tree in my garden (planted by my mom, 25 years ago).

I applied for the NOC, and an inspector came to check the tree. He told me that there are electricity wires running below the tree, and the access to remove the tree after cutting is quite narrow. He's now asking for a 10,000 INR bribe to grant the NOC, citing these issues as reasons.

I'm really unsure what to do. Is this a common practice? Any advice would be greatly appreciated.
