How to get this pile of garbage cleaned?

There's this empty plot behind my house where people have been dumping garbage, and at this point it smells too much and sends houseflies to my balcony.

No one has taken initiative to get this cleaned till now, and the owner is also not responsive. This is becoming a serious health problem and I can't even open the balcony door due to smell and germs.

Any way to get this cleaned? Any paid service or municipality portal would help.
