Why do People Target Police Cars?

I swear I will be minding my own business doing stuff in a lobby, and the second anyone sees me in a Police Vehicle they instantly either follow me, bump me, or try to kill me. I know there's some joke about GTA RP Cops, but I am not even close to one.
