Build a nation pre game editor changes

I am looking for build a nation for India. My key questions are: 1) Do youth ratings of nation increase with a good enough rate to notice the changes? If no what can be done to ensure that? 2) Do money in the league change if the competition reputation start to increase?

In general what changes are recommended before starting build a nation save with India? If no changes are recommended, please give any suggestions for this save.

I am asking if there is a realistic chance that Indian players coming through are premier league level and have Indian league reputation comparable to top 10 European league?
