ELI5: Why is wet bread food poisoning not as serious as pasta/rice food poisoning?

I’ve heard multiple times about fried rice syndrome and cases of people who ate left out rice/ pasta and died after eating them but why is it not the case for other products made from wheat like bread?

If it’s because of the moisture in cooked pasta/rice compared to bread then would wet bread left out at room temperature be just as dangerous as cooked pasta/rice left out?

For instance, you accidentally get water onto a slice of bread and leave it on your counter in that wet state and eat it days later. Are you at the risk of fatal food poisoning? If not, why?
