Changing graphics settings makes almost no difference in visuals, but it does change FPS

As the title suggests, no matter what I change in the graphics settings, the game looks almost the same. The only difference is that the colors are warm on ultra settings and cold/pale on low. I thought DLSS was causing my game to look blurry, but after trying all the fixes I found online for Cyberpunk’s blurriness (which didnt work at all), I decided to try something else.

I started changing the graphics settings, but my problem is that the game appears to be stuck on low settings all the time! I have every setting maxed out, including Ray Tracing (no Path Tracing), and it looks worse than GTA V. And here’s the strange part: the FPS changes, but the graphics don’t. I got an average of 96.51 FPS in the benchmark with max settings, and 214.73 FPS on the lowest settings. Both were tested in 1080p with DLSS set to Quality and Sharpness at 0.5. I have no idea how this works, but Cyberpunk looks the same, with a frame difference of about 120 FPS.

The only settings that seem to make a difference are Ray Tracing and Textures (which you have to change in the main menu before loading a save). However, every setting in the "Advanced" tab at the end of the "Graphics" section makes almost no difference other than colors being more "eye candy". I notice this mostly when looking at NPCs or Johnny, who look like they’re rendered in 480p. And yes, I did restart Cyberpunk after making the changes.

Edit: I forgot to mention my PC! Ryzen 7 7800X3D, RTX 3080, and 32GB of RAM. Game on SSD.
