I cant find reinforced tendons anywhere!

My memory might be flawed, I haven't played in a while, but I remember the reinforced tendons (AKA double jump) mods being available at pretty much any ripperdoc. This was an exception, most mods were only found at certain ripperdocs, but reinforced tendons were everywhere.

Now, I can't find them anywhere, but Im still in act 1 and havent left watson, so maybe thats why. Am I wrong, or is this a change-up in 2.0?

Do yall know where I can find them?
