Does working as a customs officer have less security than working as a BP agent or other law enforcement jobs, since customs is not considered real law enforcement?

I'm thinking in the event of a major situation happening with the government where agencies get furloughed. Would someone working for BP have it easier finding a similar career with similar pay than someone who works as a CBP officer?
