Boating in the rain/winter

A long time ago my dad had a boat and we as a family would… never use it. We never made time as a family in the summer and my parents didn’t like leaving the house if it was cold or raining. I’ve never associated boating with fun as it was like being a passenger in a car but a lot louder. But now that I’m a grown man who loves the outdoors I’ve been thinking about being on the water. It would be fun to have a pontoon rig as a pickup truck of the water, or a pwc for river touring like I would on an adv bike.

Would I be weird if I operated these rigs in the rain or snow? Are there rules about the temperature these machines should operate in?
