Insanely bad performances with a 4070ti, 16gb ram

The game stutter so much, it was manageable in the tutorial but getting in the city, it became unplayable. Ruined my gaming night :(

It does just stutter as hell. It looks like it's when something appear on screen, like when I'm switching gear, ...

Anyone else has it too ?
