What is the deal with faceless content?

Is it possible to be enrolled in the creator fund doing faceless content? I have an account on TikTok that I made just over a month ago that’s now at 12k followers but was denied from the creator fund. I post clips from the show KillTony and am wondering if I was denied because it is not my show, but it makes me wonder how people are able to post clips from things like JRE. Unless they are also ineligible for the fund? I originally only made this account as a way to make money, but honestly ended up really enjoying the process but now am at a rut. I recently tried posting on YouTube shorts and will continue to do so in tandem with my tiktok. But will I even be eligible on YouTube shorts?
