Are Instant Sparking Move Cheap?

So I was playing ranked this morning and a guy was using bardock, ss2 gohan, and Z Broly. I barely beat him but it was super frustrating because all his character were constantly in sparking mode with hard to dodge supers. Just seems like a cheap way to play the game just spamming ults imo
