Stuck at Create a PIN

I upgraded from base to Power last night. ShadowPC gives you a fresh install of Windows when you make that move.

Booted my Shadow this morning and it went through the initial Windows activation screens. I chose my language and keyboard layout, logged into my Microsoft Account, verified it’s me using my mobile Authenticator, and then Windows says I have to create a PIN. No option to skip that (or skip logging into Microsoft account). When I click next on Create a PIN screen I get a spinning circle with “Just a moment.” My ShadowPC will not advance past this screen.

Anyone else had this problem? Any suggestions? The ShadowPC help chatbot has been remarkably un-useful.
