Public toilets, soiled seats

When you use a public toilet do you purposely leave the seat uncleaned? Sanitary products on top of the bin? Sick of using a public toilet where women do this. Yesterday a woman proudly walked out knowing she left skid marks on the seat.. and most probably on the door handle..
