Tools for custom character sheet creation

I'm looking to do a major redesign of 5 and the new 5.5 DnD. This includes making changes to the character sheet like removing the attribute base values in favor of only using the modifier to reduce confusion.

Are there any good tools for making custom character sheets like this?
