Can you make Fancy Zones have a different layout on each monitor, all tied to the same preset?

I feel like I am crazy and missing something obvious here because I cannot for my life figure out how to achieve this. I have 2 vertical monitors and a horizontal monitor. My goal is to have n number of zones on my main monitor, and m number of zones in a totally different configuration on the vertical monitors. But somehow I cannot figure out how to reliably do this in a way that supports more than 1 preset!

To do what I want with a singular preset, I have defined 3 custom layouts. The first layout (main monitor) I have assigned shortcut 1. Then I open the layout editor, select the screen I want, then select the custom layout I want applied to that screen. But this means I am selecting layouts which do not have hotkeys assigned to them for my secondary and third monitors! This works fine if I only ever want 1 layout. But what if I want a have hotkey 2 change the zone layout on every other monitor? How can I accomplish that?

I hope I am making myself clear here. To reiterate my goal: 1) click hotkey 1, have zone config A on monitor 1, zone config B on monitor 2, zone config C on monitor 3 2) click hotkey 1, have zone config X on monitor 1, zone config Y on monitor 2, zone config C still on monitor 3.

EDIT: it seems that in the editor, when I click a monitor and then a layout, it "applies" that layout to that monitor. But when I use a hotkey, it applies some set of layouts to each monitor. I just want a single hotkey to apply to a single set of layouts to each monitor. OR (less desirable) I want a hotkey to change the lay out of a single monitor. Is this possible??
