Portugal/Spain Extra Games

For some months I found it strange that I'm getting free PSN games that aren't announced.Today I saw a remark "Portugal and Spain also get Holfraine"

For example, in February we also got Aces of the Multiverse

Does anyone know why is it that Portugal and Spain get extra games?
