cpu util on 100%

hey so i recently built my first pc and norton has been giving me notifications about high cpu usage day one with the xbox app but i only just realised this a couple days ago with bo6 and a notification popped up about it in game i have a 6750xt and i5 12400f i have optimised the game to take some load off the cpu and have got surprisingly good frames on bo6 but cpu util is the same is there a fix or is it that bo6 is poorly optimised??
