Cross-play platform

Currently my understanding is everyone can trade/chat with everyone. However my question is, let's say I have created an account on PC or console (particular Sony) can I continue play my character on the other device? (Example I have played on Sony and created a character, can I log-in on a PC and continue where I stopped?)
