Why every time?

I walked into panda express late (9:40) and (9:55) admitabely later than I should have because I know it’s late. But I assumed because it’s premade it wouldn’t be an issue. The first time they said they were out of all meats and were cooking some. And I came in at like 9:53 and they only had fried rice. Is this normal or like what
