Disable "High Confidence Phish" Quarantine

Hello,

We have a helpdesk email address where all emails sent to it our forwarded to our Ticketing system.

A few are getting lost because they have ended up in the quarantine.

Is there a way I can exclude a email address / user from this policy?

The issue seems to be the email is marked is "High Confidence Phishing" but I am unable to set that to go into Junk.

"Move message to Junk Email folder is no longer available for High confidence phishing messages. Please use one of the other options."

** Update ** What I think I needed was a "SecOps mailbox"
