Who has given up on whom?

I watched some youtube videos saying there's a loneliness epidemic. There's interesting statistics that a lot of men choose not to approach women, similar statistics a lot of women prefer being single. I also saw that the decline in the formation of couples is the main contributor to the demographic decline - couples still have children, but there are fewer couples.

Is there any indication as to which side has given up on the other? I imagine it's not completely symmetrical; there should be one side that's more of a disappointment and another that more of a disappointed.

Who's given up on whom, men on women or women on men?
