Is Nepal a clown economy?

With this current debt-driven consumption of EVs, I always asked myself few years before "Why is Nepal imported EVs for consumption when the country doesn't have enough hydro electricity to meet the demand?". Now it's reported that load shedding will return and worst, the country is buying electricity from India:

So let me try to make sense out of this "strategy", try to reduce the import bill of oil but, increase the import bill for electricity? Would it have made sense that the country stunted all these unproductive consumption through debt and just invested money in productive sectors and energy security? Once the country has a surplus of energy + increase in productive sectors, then EVs could be adapted through wages instead of debt? I've come to the conclusion that the people running this country has no sense!
