MK3 Skins obtainable without pre order?

Hi all, recently I have fallen in love with Noob Saibots MK3 skin. I found out you had to preorder the khaos reigns expansion to obtain this.

I bought the game with the “khaos reigns bundle” edition, which did give me all the characters from the expansion but not the skins.

If I purchase the Expansion now, will it give me noobs (or anyone else’s) MK3 skins??
