The road construction on Windy Hill

So for the last year and a half I’ve been driving down Windy Hill to get to work and going through that road construction area by Dirt Cheep Music. It’s pretty impressive that they’ve done so much without delaying traffic during commute time.

What do you think is the end goal there? Are they going to try to refurbish or rebuild the old businesses along that little stretch to kind of level up that whole little area? I don’t know how that works.
