Why aren’t these doctors getting arrested??

I truly don’t understand how these doctors who overprescribe highly addictive drugs without getting at least their license revoked. I’m thinking of all the influencers like Tana who have to take adderall and Xanax and so much shit and then they get addicted. And in worse cases like Matthew Perry people die. How are they still practicing?
