Snorkel kit

Is anyone familiar with this snorkel kit? Rugged Ridge 17756.31 AmFib Snorkel System High/Low Mount Snorkel System. Can the lower intake be blocked off so if water goes above that it isnt sucking in water? Im confused why there is an upper intake if the lower would take in water. I like the look of it though.
