Is he stupid?

So Powerplex… I understand what the episode wanted him to represent in the story. He’s meant to be a character who’s obsessed with securing justice for his family, who were killed during the disaster that Omni-Man caused, which in turn makes Mark feel guilt for the ramifications of what happened. But I can’t help but feel that this conflict is undermined by the fact that Powerplex seems to be wilfully ignoring the extremely abundant footage of Omni-Man nearly killing Mark while lecturing him (we know this is public since it was broadcasted on TV for the world to see in 1x8). We even have a scene in 3x6 where Powerplex is watching the footage of Omni-Man ramming Invincible into a train but is pausing and rewinding it right before the impact every time.

I realise that Powerplex is clearly disturbed and not thinking straight, but him blaming Invincible despite it being very clearly obvious (not to us the watchers, but to the entire world) that Invincible was just as much a victim as the people of Chicago seems like a major stretch. I wonder if it would’ve been more feasible for Powerplex to turn his obsessive revenge against the GDA for not preventing Omni-Man’s attack, at which point Mark has to step in and we get a very similar but slightly tweaked version of the episode.
