Peeled back some huge paint bubbles in our new (old) house. What is this crumbly grey-brown stuff? How fucked am I?

This is in a finished basement, against an outside-facing wall. Inside the bubbles, there’s pretty densely packed crumbly grey stuff and then concrete behind it, with very little color difference. Last picture is behind the peeling paint in an area that isn’t bubbling.
