Question about Port Gellhorn

Why does everyone seem to think that Port Gellhorn is inspired by Tampa? Every map I’ve seen has it as a Tampa stand in when every single location from both the leaks is based on somewhere in Panama City. And if that’s the case, Gellhorn is gonna have a VERY different shape than the current mapping projects. Am I dumb?
