Loadouts Not Randomizing

I just spent hours creating loadouts for my skins, and when I click “Randomize On” and load into a game, I’m wearing the skin that’s in my locker even though randomize loadouts is on. Am I doing something wrong, do I need to change a setting, or is it an issue? I play on Xbox.
