What would you do?

I have a pro friend come and do flooring on my project, I am renovating a big sunroom porch and turning it into a winterized space. I am in upstate NY so air sealing and insulating the floor joists is a must. Should I just spray foam these gaps? I know Ideally I would put thin plywood over these but I am trying to stay on budget
