Is it common for BI Analyst positions to be bullshit?

I started my second BI Analyst position about 8 months ago and I started out the first few months clearing out the backlog of reports/dashboards they wanted. For a while, I was focused on data migration. But most of the role I play is being a SQL Monkey writing the migration scripts while everyone else does the actual migration. I frequently have downtime, where I work on certifications and my company gladly pays for them. But I'm never able to utilize them and am getting bored. I genuinely like the company and the people I work for and I've only been here for a few months. So I don't want to leave. My last job was even worse than my current job, where I'd make the same Ad Hoc reports every day but bureaucracy prevented me from working on a system that would eliminate the need for much of the report requests. Is this normal? Is there any hope that one day I could land a fun and interesting BI role?
