The HPSC offers Trigger to their own agents to make them stronger

This'd be a great way to show the organizations corruption. Like in response to the growing villain threat they start allowing their agents to take it in order to increase the odds. Rn all I can imagine is Hawks with like six wings sprouted out of his back or something, great potential for plot here.
