Why isn't Julian Loki a new gen 11?

I just want to know why isn't Julian Loki is a new gen 11 because he is 17 years old and insanely fast and skillful and is even a master striker in blue lock like his speed is enough to get him to the new gen 11 like look at the image above he literally stopped kaiser impact which is said to be the Fastest shot I think so can anyone explain to me why?
