Cutscene issue

Trying to complete the steel watch factory, but when I enter it for the first time the cutscene that happens triggers but doesn't play at all? All my characters are frozen in place and nothing happens. Can't return to camp, move or take any actions but I can do everything else. The game even says I've entered a conversation, tried saving and reloading but tat doesn't seem to fix it either, any ideas how to fix this?
