Hole in cold side pipe

I’ve got a f350 that has been having issues making boost. It’s going to the dealership tomorrow for a diagnostic test. It sounds like it train when I go to accelerate but stops as soon as I let out of it. It was making any boost at all until I replaced my rubber boots then it started making boost going over 55-60mph. In town driving I don’t have any boost at all. While replacing another part due to a fuel leak I seen a hole in the cold side pipe once I pulled the air filter housing off. It is a decent sized hole. My question is, will the hole affect my boost and possibly be the underlying issue to my problem? Thanks in advance
