RX 6600 Low Gpu Core Clocks

I noticed that when I play games like Valorant, League, Dota 2, etc. My core clocks are only hitting 790mhz and it wont rise. But when I play games like Dying Light I get 2400mhz something. How do I fix this low clocks. I feel like I should be getting more fps in valorant, league, and dota but I think the low clocks are limiting my fps. I also tried disabling ULPS but still getting low clocks.

How can I fix this? I have the driver only install so I don't have adrenalin.
